U.S. to launch investigation into ferrosilicon imports

In 2023, the United States will import a total of 144,160 tons of ferrosilicon from Brazil, Kazakhstan, Malaysia and Russia, a decrease of 2.2% from 2022, but an increase of 21.3% from 2021. Hainan West Asia understands that as of the end of the year under review, the listed exporters accounted for approximately 50% of U.S. ferrosilicon consumption.
U.S. ferrosilicon producers are advocating for trade restrictions on major countries exporting ferrosilicon to the market as low prices and an influx of foreign alloys have adversely affected local producers over the past few years.
The International Trade Commission (ITC) and the Department of Commerce (DOC) will begin relevant investigations on April 1 this year. The International Trade Commission plans to issue an interim decision no later than May 12, 2024, in which the Commission will issue preliminary findings of harm or lack thereof. The final decision will be taken no later than April 29, 2025 (taking into account that the investigation process may be extended according to the deadlines established by law). The U.S. Department of Commerce will explore one or more ferrosilicon producers in the target country based on export volumes. Therefore, if a supplier accounts for 80-85% of total exports, it becomes the only subject of investigation.
This investigation involves multiple products corresponding to HTSUS codes 7202.21.1000, 7202.21.5000, 7202.21.7500, 7202.21.9000, 7202.29.0010 and 7202.29.0050. All shapes and sizes of ferrosilicon, regardless of brand, are subject to investigation, including materials in briquette form and materials processed and packaged in third countries.
